New EU-Gulf cooperation body launched at EU parliament
fresh effort has been made to inject "much-needed momentum" into the stalled negotiations on establishing a free trade agreement (FTA) between the EU and Gulf states.
The talks, which have been going on for nearly 20 years, were recently suspended by the Gulf cooperation council (GCC). One of the reasons was a GCC objection to the EU's insistence that a clause on human rights and democracy be inserted in any future agreement. The other was the GCC's wish to be able to impose tariffs if industrial sectors were threatened. On Thursday, a new body was launched in parliament designed to help restore negotiations between the two sides. Called the Gulf policy forum, the organisation has been set up by Brussels-based EU affairs company Interel Cabinet Stewart and Middle East consultants, based in London. more

France urges global meeting on Palestinian state
France on Monday urged the rapid convening of an international conference toward eventually creating a Palestinian state, as world diplomats try to turn a cease-fire in Gaza into long-term peace. French President Nicolas Sarkozy, during a peace-making visit to the Mideast on Sunday with other European leaders, suggested an international conference on peace for the region. France has played an active role in efforts to end the fighting in Gaza.
"It is urgent that a dynamic of negotiations is launched ... to create a Palestinian state," French Foreign Ministry spokesman Eric Chevallier said. "An international conference should be organized quickly with this in mind." Sarkozy on Sunday said a Mideast peace conference should be held "immediately" and "allow at last the establishment of peace this year." more

The Draft Permanent Status Agreement, better known as the Geneva Accord or Geneva Initiative, is an extra-governmental and therefore unofficial peace proposal meant to solve the Israeli-Palestinian conflict. It would give Palestinians almost all of the West Bank and Gaza Strip and part of Jerusalem, drawing Israel's borders close to what existed before the 1967 war. In return for removing most of the Israeli settlements in those areas, the Palestinians would limit their "right of return" to Israel to a number specified by Israel and will drop all other claims and demands from Israel.

Sarkozy opens Euromed summit with appeal for peace
Paris, July 13 2008 French President Nicolas Sarkozy Sunday opened the founding summit meeting of the Union for the Mediterranean with an appeal for peace in the Middle East. “The success and failure of everything we undertake with each other will depend first and foremost on the ability of each and every one of us to truly share,” Sarkozy told more than 40 heads of state and government from the European Union (EU) and from countries along the Mediterranean Basin. more

Maghreb states could quit Med Union over Gaza
The five nations of the Arab Maghreb Union (UAM) are reviewing their membership in the newly-formed Mediterranean Union due to Israel's assault on Gaza, a UAM spokesman said on Wednesday.
"UAM countries have begun to review their membership of the Mediterranean Union, of which the Israelis and Palestinians are members, especially after what happened in Gaza," said the spokesman, Libya's official news agency JANA reported.
Libya, current president of the UAM, which also groups Algeria, Morocco, Mauritania and Tunisia, has opposed the Mediterranean Union as a stumbling block to Arab and African unity. more
Economic experts renew calls for Mediterranean Union bank
Financial experts from Europe and north Africa renewed calls for a new regional bank for the Mediterranean Union, according to a report released Sunday after week-long talks on economic integration.
Participants from Germany, France, Algeria, Morocco and Tunisia who attended the talks in Tunis called for the creation of a "regional bank dedicated to Euro-Mediterranean partnership" on a number of mainly environmental projects.
They also urged countries on both sides of the Mediterranean Sea to speed up the integration process. more
GCC Offered Entry to EU-Med Union
A senior European Union official has proposed that members of the Gulf Cooperation Council (GCC) join a planned European-Mediterranean union as observers.
Hans-Gert Pottering, president of the European parliament, said the six-nation GCC should be granted non-voting membership in the Euro-Mediterranean Parliamentary Assembly, the legislative body of the proposed Union for the Mediterranean, due to their political and economic clout. more
